DCI In A Mistaken Identity Raw
The directorate of Criminal investigation DCI has issued a public apology and offered clarification following the arrest of suspects who were mistakenly identified.
This was following the false arrest of a victim in a fact of mistaken identity on 9th September 2020 at Nyayo High-Rise by three GSU officers, DCI, SSU & CRIB detectives who had managed to arrest the perpetrators alongside a civilian accomplice in the last six days
The three suspects; Gideon Sumare, Kelvin Kone Omerikwa & Shallan Ooro Ouma who are police constables based at Ruiru GSU Camp and who were posing as DCI detectives, pounced on the victim as he parked his car outside his residence, before forcing him into the private Toyota Land cruiser they were using and which belongs to the civilian suspect; Nelson Sechere Mukura.

Instructions from the fourth suspect (Sechere) to the officers was to arrest a land dealer who had allegedly defrauded his female friend Kshs. 800,000 but ended up mistaking him for someone else.
According to the victim’s report, he was however forced to give Ksh 200,000 for his release but managed to raise Ksh.115,000, which upon investigations was found to have been sent to a number linked to PC Gideon, who was also found in possession of the simcard used.
A complete file with the preferred charges was yesterday on 14th Sep forwarded to the Office of Public Prosecution (ODPP) for perusal but the suspects could not be arraigned as the ODPP were further issued with an affidavit sworn by the victim seeking to withdraw the charges.
All suspects have since been released from police custody on cash bail pending directions from the ODPP after perusing the file.
